Project 10073 Record — Sighting Report, Oregon, Wisconsin, 28 August 1966

This document contains a UFO sighting report filed by a civilian witness in Oregon, Wisconsin, on August 28, 1966. The witness, a 25-year-old housewife, reported observing a stationary object in the southwest sky at approximately 0200 CST. She described the object as initially round, resembling a large orange balloon, which later changed shape to a saucer-like appearance with a visible propeller. She reported that the object emitted 'sparkly stuff' and smoke, and made a whirring sound. Approximately 15 minutes later, she observed a second object that she described as reddish-orange and elongated, which eventually dropped down. The witness provided detailed sketches of the objects' movements and positions relative to the horizon. The report was processed by the 20th Air Division (ADC) at Truax Field, Wisconsin, and forwarded to the Foreign Technology Division (FTD) at Wright-Patterson Air Force Base. Major Hector Quintanilla, Jr., Chief of Project Blue Book, initially requested further information from the witness, noting that the initial report was insufficient for evaluation. The final conclusion recorded on the project file is 'Astro (MOON)', with an investigator's note explicitly referencing the witness's statement about the moon and providing the moon's position at the time of the sighting as an explanation for the observation.
