This document details an Unidentified Aerial Phenomena (UAP) sighting that occurred on September 13, 1991, at the EVA-4 surveillance facility in Rosas, Gerona, Spain. At approximately 04:12, the Commander of the Security Guard observed a luminous, spherical object hovering above the main building of the facility. The object, estimated to be five meters in radius, was described as having a flattened base and a brighter central point. It performed circular maneuvers to the right at an altitude of approximately 150 meters, with a radius of 200 meters, completing a full revolution every six seconds. The object made no sound. The witness observed the phenomenon for five to six minutes and alerted other personnel, including a corporal, who also witnessed the object. An attempt was made to alert a recruit in the hall, but the object disappeared instantly before the recruit could reach the exterior. The facility's radar operator confirmed that no abnormal equipment activity or strange echoes were detected during the event. The primary witness was noted by his superiors as a sensible and reliable individual. Subsequent internal military correspondence concluded that there was no reasonable explanation for the sighting and recommended the declassification of the file, as there were no aspects requiring the maintenance of 'CLASSIFIED' status. The file was officially declassified on March 13, 1996.
