The report originated from the Centro de Investigación OVNI de Burlada-Navarra, which contacted the Spanish Ministry of Defense (DRISDE) to inquire about potential radar contacts regarding an object observed by multiple witnesses over Pamplona and Burlada. The witnesses described a bright, triangular object that later appeared oval or egg-shaped, which remained visible for approximately twenty minutes. The military's internal investigation involved the Office of Public Relations and the Air Space Section of the Air Force General Staff. The Section of Flight Safety within the Operations Division of the General Staff ultimately responded that no radar echoes were recorded in the area at the time of the sighting. Following this negative finding, the file was processed through the military intelligence channels. By February 20, 1996, the Intelligence Officer of the Air Operational Command (MOA) determined that there was no longer any justification to keep the file classified, and it was officially declassified.
