Project Blue Book Sighting Report — Philadelphia, Pennsylvania, 5 November 1966

This document contains a Project Blue Book sighting report regarding an incident on 5 November 1966 in Philadelphia, Pennsylvania. A 23-year-old civilian witness reported observing an oval or cigar-shaped, brownish-black object measuring approximately 20 by 15 feet. The witness stated that the object hovered about two feet from his car, causing a high-pitched high-frequency hum on his car radio. According to the report, a being exited the craft, communicated telepathically with the witness, and stated, 'we are here to observe and see we will contact you later.' The being was described as having black hair, light skin, a small mouth, and a high-pitched voice, and was dressed in slim white shiny clothes. Despite the rainy conditions, the witness noted that neither the being nor the area under the craft appeared wet. The being returned to the craft through a lighted area on the bottom, and the object departed vertically at a high rate of speed. The total duration of the event was approximately one minute. The witness initially reported the incident to a newspaper but ceased after being ridiculed. A friend later contacted the Willow Grove Naval Air Station, leading to an interview with Lt/Cmdr WS Trainer. Major Hector Quintanilla, Jr. of Project Blue Book subsequently sent a letter to the witness requesting further information via FTD Form 164, as the initial data was deemed insufficient for evaluation.
