Compilation of OPREP-3NUS Unmanned Aircraft System (UAS) Incident Reports

This document is a compilation of OPREP-3NUS (Operational Report-3 Navy Unit Situation Report) messages detailing multiple unauthorized Unmanned Aircraft System (UAS) sightings at U.S. Navy installations between 2018 and 2020. The reports describe incidents at Naval Base San Diego and Pier 90 in Seattle. On June 17, 2020, the USS Boxer reported a small, white, fixed-wing UAS with a black camera flying over the South Bay Channel in San Diego. Earlier, on January 13, 2020, the USS Somerset reported a drone sighting in the vicinity of Piers 3 and 4 at Naval Base San Diego, which was subsequently observed hovering over multiple warships, including the USS Paul Hamilton, USS Essex, USS Independence, USS Fort Worth, and USS Cincinnati. Another incident occurred on July 27, 2019, involving a grey quad-copter drone near Pier 8 at Naval Base San Diego. Finally, an incident from August 5, 2018, describes a small white quad-copter flying over the USS Somerset and USS Momsen during the Seattle Seafair Fleet Week. In all instances, the drones were noted as non-hostile, and there were no reports of mission impact or drone-conducted photography. NCIS and local law enforcement were notified in several of these cases, and the reports consistently state that the UAS operators were not located.
