Memorandum for Record: Meeting with Mr. Chapin, Replying to Leon Davidson's UFO Letter, and Subsequent Telephone Conversation with Major Tacker

This memorandum, dated 22 May 1958, documents an administrative meeting between the author, LaRue L. Toel of the Scientific Intelligence division, and Mr. F. M. Chapin, an assistant to the Director of Central Intelligence (DCI). The primary purpose of the meeting was to determine the appropriate response to two letters sent by Leon Davidson concerning UFOs. One letter was addressed to the DCI, and the other to Mr. J. S. Barman, the Executive Officer to the DCI. During the meeting, it was agreed that Mr. Chapin would draft a reply to Davidson, maintaining the position that the subject matter was an Air Force concern and that his inquiries should be directed accordingly. Following this meeting, Toel contacted Major L. J. Tacker of the USAF on 23 May 1958. Toel informed Tacker that the DCI had received the letters and that the Air Force was expected to handle the response. Tacker confirmed that he had already replied to Davidson's 27 April letter and agreed to forward copies of the correspondence to Toel for further action. The document concludes with a note regarding an inquiry from Major Tacker about whether a Mr. Carry had successfully contacted Admiral Hillenkoetter, a matter Toel stated he would investigate.
