Memorandum for Record: Meeting with Mr. Chapin, Replying to Leon Davidson's UFO Letter, and Subsequent Telephone Conversation with Major Tacker

This memorandum for the record, dated 22 May 1958, documents a meeting between the author, LaRae L. Teel of the Scientific Intelligence division, and Mr. F. M. Chapin, Assistant to the Director of Central Intelligence (DCI). The purpose of the meeting was to coordinate a response to two letters received from Leon Davidson regarding UFOs. One letter was addressed to the DCI, and the other to Mr. J. S. Earman, the Executive Officer to the DCI. It was agreed that the response would follow the precedent set by Mr. Earman in a previous reply to Davidson, which was to acknowledge receipt of the letters and inform the sender that the subject is an Air Force matter, and that his queries had been referred to them. Following the meeting, the author contacted Major L. J. Tacker of the USAF on 23 May 1958. Major Tacker confirmed he had already replied to Davidson's 27 April letter on behalf of both the Air Force and the CIA. The author informed Tacker that a second letter from Davidson had been received and that Mr. Chapin would provide a brief reply and forward the correspondence to Tacker for further action. The document also notes a query from Major Tacker regarding whether a Mr. Cary had successfully contacted Admiral Hillenkoetter, as referenced in a 16 May 1958 memorandum.
