AN UKRAINIAN MOON-STUDY PROJECT: THE SEARCH FOR ALIEN ARTIFACTS ON OUR MOON

This document contains two distinct sections. The first is an academic overview by A.V. Arkhipov of the Ukrainian Research Institute on Anomalous Phenomena (R.I.A.P.), detailing the rationale for searching for extraterrestrial artifacts on the Moon. Arkhipov posits that the Moon serves as an ideal 'attractor' for extraterrestrial technology due to its geological stability, lack of atmospheric erosion, and potential as a base for observing Earth. He notes that current lunar exploration is insufficient, with only 0.5 percent of the surface photographed at high resolution. The document introduces the SAAM (Search for Anomalous Phenomena) project, which aims to develop a theoretical framework for lunar archaeology and identify potential signs of extraterrestrial presence. The second section is a report by Florin Gheorghita, an FSR consultant, regarding an 'invisible' UFO sighting over Budapest on February 23, 1995. Gheorghita describes how an engineer named Radu Petcu captured two photographs of an object that was not visible to the naked eye but appeared on developed film. The report emphasizes the author's belief that UFO research must move beyond the 'E.T. Hypothesis' to consider 'invisible' or 'etheric' worlds that may exist alongside our own.
