Project 10973 Record — Ottsville, Pennsylvania, 21 August 1968

This document contains the records and correspondence regarding a UFO sighting reported by a civilian in Ottsville, Pennsylvania, on August 21, 1968. The witness, writing from Butler, Pennsylvania, reported observing three objects on a constant path above Camp Kvutza Galil, a Habonim camp. The witness provided a Polaroid photograph of one of the objects, taken with a Polaroid Swinger Camera, and claimed to have had the film checked for defects. The Air Force, specifically the Foreign Technology Division (AFSC) under the Aerial Phenomena Branch, attempted to investigate the report. However, the case was ultimately closed with the conclusion of 'INSUFFICIENT DATA FOR EVALUATION.' This was due to the witness failing to complete and return the necessary AF Form 117 and the associated photo-data sheet. Correspondence from Lt. Colonel Hector Quintanilla, Jr. indicates that the photographs were returned to the witness without a formal photo-analysis being performed because of this lack of documentation. The file includes the project record, copies of the photograph, and letters between the Air Force and the witness.
