Project 10073 Record — Manchester, Pennsylvania, 23 June 1967

This document consists of a Project 10073 record and associated correspondence regarding a series of UFO sightings reported by a resident of Manchester, Pennsylvania, in June 1967. The witness, a woman, wrote to the Air Force seeking an explanation for bright, round lights she observed in the sky on a nightly basis. She provided detailed, albeit informal, accounts of the objects' movements, noting that they appeared to move slowly, occasionally 'jumped' from side to side, and made 'leaps forward.' She explicitly stated that these objects were silent, were not airplanes or balloons, and that they would sometimes 'black out' the stars behind them. The witness included a hand-drawn map to illustrate the paths of the objects, which she labeled with dates and numbers. In response to her inquiry, Colonel James C. Manatt of the Foreign Technology Division (FTD) at Wright-Patterson Air Force Base informed her that the information provided was insufficient for a scientific evaluation. He requested that she complete an FTD Form 164 to provide more structured data.
