This document contains a formal report regarding a UFO sighting in Monroe, New York, on 3 November 1966. The report was submitted by the 4603D Air Base Group (ADC) at Stewart Air Force Base to the Foreign Technology Division (FTD) of the Air Force Systems Command. The primary witnesses were a 24-year-old couple who reported observing a star-shaped, blinking object with green and red colors moving from West to East. The witnesses claimed the object appeared to stop on occasion and remained visible for over five minutes. The investigating officer, Captain William J. Archibald, interviewed the witnesses and noted that the husband was color blind and the wife was 95% deaf. He further observed that the husband was highly excitable and possessed a strong interest in the UFO program, often spending time looking for such objects. Captain Archibald concluded that the witnesses were sincere in their report but lacked the necessary background or training to distinguish between an unidentified phenomenon and standard aircraft. Given the presence of air traffic in the vicinity of Stewart Air Force Base, the officer determined that the object was likely an aircraft. No physical evidence or photographs were provided to support the claim.
