On September 2, 1965, at 03:024Z, a civilian witness in Biloxi, Mississippi, reported observing an unidentified aerial object. The report was processed by the Keesler AFB Command Post and forwarded to the Air Defense Command, the 73rd Air Division, the AFSC Foreign Technology Division, and Headquarters USAF. The witness described the object as being approximately the size of the planet Venus, appearing almost white, and exhibiting a steady white light that wavered occasionally. The object was initially observed west of the city at an altitude of 36 degrees above the horizon, moving in a northeasterly direction. The witness, whose attention was drawn to the object by their daughter, noted that the object was very maneuverable, performed a 90-degree turn, and eventually drifted to the north before disappearing into clouds. The total duration of the observation was approximately 10 minutes. Following the investigation, the official conclusion reached by the Air Force was that the object was the Echo II satellite. The report was subsequently delivered to the Defense Intelligence Agency (DIA).
