This document consists of a Project 10073 Record Card and a follow-up memorandum from the Foreign Technology Division regarding a UFO sighting in St. Clair County, Michigan, on November 12, 1963. The initial report was submitted by a Congressman following a sighting by a Deputy Sheriff, who observed an object maneuvering for 45 minutes during the early morning hours. The Air Force investigated the incident, which included a telephone consultation between the witness, Deputy Baker, and Dr. J. Allen Hynek. Although efforts to identify a specific vehicle proved negative, the Air Force concluded that the object was likely a helicopter. This conclusion was supported by reports of helicopter activity in the area on subsequent days, which were noted in local newspapers. The Foreign Technology Division determined that further expenditure of funds and manpower for investigation was not warranted due to the time elapsed since the initial report and the sufficient circumstantial evidence pointing toward a helicopter identification.
