On August 15, 1963, at 1313Z, two witnesses—an aircraft cleaner for Eastern Airlines and his wife—observed two unidentified objects while driving south on an expressway in the Miami, Florida area. The witnesses described the objects as flat discs with round domes on top, resembling a 'Mexican hat.' The objects were observed in a side-by-side formation, appearing dull, rusty, and almost orange in color. One witness noted a small tail section and a white, filmy exhaust trail. The objects were estimated to be between the size of an F-100 and a B-47 aircraft. During the 20-second observation, the objects performed maneuvers including a slight tilt and veering, before leveling off in a manner described as similar to a jet in a landing pattern. The witnesses reported no sound. The observation occurred at an elevation of 25 to 30 degrees, with the objects traveling in an easterly direction. The witnesses were 22 years old, and their reliability was assessed as good. Meteorological conditions at the time included scattered cumulo-nimbus clouds at 2,500 feet and thunderstorms in the general area. The official Air Force conclusion, filed by Captain George B. Metcalf Jr., stated that the description of the sighting indicated a jet aircraft observation.
