The witness, a 33-year-old housewife, reported observing a single, grey, round object that appeared to have holes around its edge. The object was seen for approximately seven minutes, during which time it was observed flying in circles in and out of clouds near the Preconhill fire tower, located nine miles southwest of Alpena. The witness was in an automobile at the time of the sighting. The report indicates that the observation was made under cloudy conditions with an overcast layer at 2,000 feet. The military investigation, conducted in accordance with Air Force Regulation 200-2, concluded that the sighting was likely caused by a weather balloon. This conclusion was supported by the intelligence officer, who noted that the observer appeared rational and that weather balloons had been sighted in the area on several previous occasions.
