Response to FOIA Request FOIA-00003-2019

This document is a formal response from the Defense Intelligence Agency (DIA) to a Freedom of Information Act (FOIA) request submitted by Jack Brewer on September 29, 2018. The request sought information regarding all contracts and funding provided to Bigelow Advanced Aerospace Space Studies (BAASS) from 1998 to the date of the request. In the letter dated March 17, 2022, the DIA acknowledges the request and apologizes for the delay, citing a backlog of pending requests. The agency reports that a search of its systems of records identified five documents totaling 36 pages responsive to the request. However, the DIA states that portions of these documents are being withheld under FOIA Exemptions 3, 4, and 6. Specifically, the agency cites 10 U.S.C. § 424, which protects the identity of DIA employees and organizational structure, and 26 U.S.C. § 6103, which protects tax return information. Exemption 4 is applied to protect trade secrets and commercial or financial information, while Exemption 6 is applied to protect the personal privacy of individuals. The letter also notes that the DIA is currently reviewing its AATIP holdings for future release via the DIA website.
