Memorandum for Record: Meeting with Mr. Chapin, Replying to Leon Davidson's UFO Letter, and Subsequent Telephone Conversation with Major Tacker

This memorandum for record, dated 22 May 1958, documents a meeting between LaRae L. Teel of the Scientific Intelligence Applied Science Division and Mr. F. M. Chapin, Assistant to the DCI. The meeting was convened to determine the appropriate response to two letters received from Leon Davidson, dated 27 April 1958 and approximately 15 May 1958, addressed to the DCI and Mr. J. S. Earman, respectively. It was agreed that Mr. Chapin would draft a reply to Mr. Davidson, acknowledging receipt of his letters and informing him that the subject of his inquiry is a matter of Air Force concern, and that his queries have been referred to them. Following this meeting, Mr. Teel contacted Major L. J. Tacker of the USAF on 23 May 1958. Major Tacker confirmed that he had already replied to Mr. Davidson's 27 April letter and had provided information copies to the CIA. Mr. Teel informed Major Tacker that a second letter had been received from Mr. Davidson, and that Mr. Chapin would reply to both letters and forward copies of the correspondence to Major Tacker for further action. Additionally, Major Tacker inquired whether a Mr. Cary had successfully contacted Admiral Hillenkoetter, as referenced in a 16 May 1958 memorandum by Mr. Lexow; Mr. Teel stated he would investigate this matter.
