The witness, while driving south on Highway 101 between Santa Barbara and Ventura, California, observed a bright, disc-shaped object at approximately 0430 hours. The witness described the object as remaining stationary for several minutes at an altitude of several thousand feet before accelerating rapidly to the south, leaving behind a reddish, comet-like trail. The witness submitted a letter to the UFO Investigation Center at Wright Field detailing the event. The Air Force, specifically the Aerial Phenomena Office of the Foreign Technology Division, responded to the witness on October 15, 1968, stating that the initial report was insufficient for a scientific investigation and requesting that the witness complete an AF Form 117.
