Project 10073 Record: UFO Observation, 22 March 1967, Wapello, Iowa

This document contains a record of a UFO sighting reported by a civilian, Douglas Eutsler, in Wapello, Iowa, on March 22, 1967. The witness observed a single object for approximately one minute. He described the object as having the appearance of an inverted handleless coffee cup over a large saucer, with a phosphorescent glow. The object was reported to be stationary, with a revolving section, and featured tubular projections and panels of lights. The witness noted that the object made no sound and eventually departed at a high rate of speed toward the South-West. The U.S. Air Force's Foreign Technology Division, under Colonel James C. Manatt, reviewed the initial report and determined that the information provided was insufficient for a scientific evaluation. Consequently, the Air Force sent a follow-up questionnaire (FTD Form 164) to the witness to gather more detailed data. The witness completed this questionnaire on April 9, 1967, noting that he had no special experience or interest in the subject and had not reported the incident to anyone other than his family.
