Project 10073 Record — Richmond, Indiana, 16 October 1966

This document consists of a Project 10073 record and associated correspondence regarding an unidentified aerial observation reported on October 16, 1966. The report originated from a telephone call received by the FAA in Vandalia, Ohio, from a Reverend in Richmond, Indiana. The witness reported observing an object at approximately 7:00 PM while traveling south of New Madison on Route 121, near Greenville, Ohio. The witness described the object as having a complex series of transformations: it began as a white, crescent moon shape moving from East to West, changed to an orange color, shifted into a funnel shape, then became a red sphere, and finally transitioned into a saucer shape. While in the saucer configuration, the witness noted two dark streaks on the left side of the object. Major Woodside, the FTD Duty Officer, documented these details but noted that the information was second-hand and not formatted for official reporting. Consequently, Major Hector Quintanilla, Jr., Chief of Project Blue Book, sent a formal letter to the Reverend on October 17, 1966, requesting that he complete an FTD Form 164 to provide more comprehensive details. The official conclusion recorded on the project form is that there was insufficient data for evaluation.
