PROJECT 10073 RECORD - Casper, Wyoming - 25 July 1966

On July 25, 1966, at 2140Z, an unidentified object was sighted over Casper, Wyoming. The report, filed by T/Sgt Kimball of the Hq USAF Command Post, details an observation made by an off-duty policeman and his wife. The witnesses observed a triangular object that appeared to be made of plastic or a filming material. Using seven-power binoculars, the witnesses estimated the object's size to be comparable to a pea held at arm's length. The object was reported to be at an altitude of 30,000 feet, positioned 80 to 85 degrees above the horizon. It featured a solid bar through its center and produced no exhaust or sound while moving slowly toward the southwest. The sighting was supported by an FAA controller in the Casper tower. Major Tolhurst reviewed the report, which was subsequently processed under Project 10073. The official conclusion reached was that the description was consistent with a balloon, but due to the limited information available, the case was classified as having insufficient data for a definitive evaluation.
