On March 31, 1966, a civilian witness in Panama City, Florida, reported observing an unidentified object in the sky. The witness, writing to Wright-Patterson Air Force Base, described watching a star-like object moving upward across the sky in an arc, passing the Big Dipper. The object traveled from the west side of the sky toward the east and remained visible for less than five minutes. The witness noted that the object did not move like a falling star, did not leave a trail or tail, and moved slowly and silently in a straight, level flight. The sky was reported as clear with bright stars. The official Project 10073 record categorizes the observation as a satellite.
