On 15 March 1966, a civilian witness in Orfordville, Wisconsin, reported observing a single, round, saucer-shaped object for approximately 35 to 40 minutes. The witness, who was accompanied by her children, described the object as having a red glow and tiny holes around its exterior. The object was initially stationary but subsequently performed maneuvers, including climbing upward to the north and diving back to its original position, all while moving against the wind. The witness used binoculars to observe the object and estimated its size to be comparable to a 50-cent piece held at arm's length. The witness explicitly stated that the object did not make any sound. The incident was reported to Truax Field and subsequently processed by Project Blue Book. Major Hector Quintanilla, Jr. of Project Blue Book initially classified the event as a 'Possible (BALLOON)' sighting, though the investigating officer, 1st Lt. Frank L. Howe, noted that the reported behavior—specifically moving against the wind—was inconsistent with that conclusion. The witness expressed frustration with the 'swamp gas' explanation often associated with UFO reports and maintained that her observation was accurate. The Air Force requested further information via an FTE Form 164, which the witness completed on 14 April 1966, providing additional narrative details about the object's movement and her own observations.
