Project 10073 Record — Sighting Report, Franklin, Ohio, July 1964

This document contains a collection of reports and a questionnaire regarding unidentified aerial phenomena observed in the vicinity of Franklin, Ohio, during late July 1964. Multiple witnesses, including civilians and air police personnel at Laredo AFB, reported observing a bright white object moving from South to North at a high rate of speed. The sightings were characterized as being slightly brighter than a star and silent. The Foreign Technology Division (FTD) investigated these reports under Project 10073. A Duty Officer's report dated 28 July 1964 summarizes several calls received by Major Cottrell of the USAF, noting that NORAD identified the objects as the ECHO I and ECHO II satellites. The documentation includes completed U.S. Air Force Technical Information questionnaires from witnesses who described the object as a white light, similar to runway lights at an airfield, and noted that they had seen similar objects multiple times over the course of a week. The official conclusion reached by the FTD was that the sightings were attributable to the passage of the ECHO I and ECHO II satellites.
