Project 10073 Record Card and Correspondence — Plattsburg, New York, April 1964

This document contains a Project 10073 record card and associated correspondence regarding a UFO sighting reported by Airman Second Class (A2C) Michel S.A. Morizet at Plattsburg Air Force Base, New York, on April 1, 1964. At approximately 20:30 EST, the witness observed an object that appeared as a bright star, yellow with a tint of orange, moving in a straight line toward the southeast before curving slightly. The witness, an aircraft electrical repairman, estimated the object's speed at over 2,000 mph and its altitude above 6,000 feet. The observation lasted approximately 15 seconds. The witness reported the event to TSgt James E. Nunley. Following the submission of an ATIC Form 164, the Aerial Phenomena Section of the Air Technical Intelligence Center, led by Captain Hector Quintanilla, Jr., evaluated the report. The official conclusion reached by the Air Force was that the sighting was an observation of the ECHO II satellite. To support this finding, the Air Force provided the witness with a schedule of the ECHO II satellite's passage, noting that the sighting conformed to the satellite's trajectory.
