John Greenewald, Jr. Dear Mr. Greenewald: DEPARTMENT OF THE NAVY NAVAL SURFACE FORCE PACIAC FLEET 2841 RENDOVA ROAD SAN DIEGO, CALIFORNIA 92155-5490 September 9, 2016 This letter is in reference to your Freedom oflnformation Act (FOIA) 5 U.S.C. 552 request submitted to Naval Criminal Investigative Service, Headquarters (NCIS). Your request and documents were referred to this office on July 25, 2016, and assigned control number 2016-29. You requested a "copy of records, electronic or otherwise, of all concluding documents for each investigation in the KNET database concerning unidentified flying objects (UFO), also include all concluding documents for each investigation of unidentified submersible objects (USO); include any variation of unidentified objects not mentioned here." A review of the referred documents has been completed and has been determined that Commander, Naval Surface Force, U.S. Pacific Fleet is the release authority. Our review of the referred documents reveals that it contains personal identifiers (such as names and social security numbers) of third parties, the release .of which would constitute an unwarranted of personal privacy. Further, during our review of the referred documents, we discovered a responsive classified document consisting of one page, and determined it was not possible to segregate exempt information from nonexempt information and are withholding this document in its entirety in accordance with 32 C.P.R. 701.8(1). Therefore, pursuant to the provisions of FOIA, 5 552 (b)(l) and (b)(6), your request must be partially denied in order to withhold this information. With any adverse determination, you have the right to seek dispute resolution from the Department of the Navy FOIA Public Liaison by contacting Mr. Christopher Julka at [email protected] or (703) 697-0031.
