I. 'IIIJ'-AUC.'l STATEMENT OF REASONS UNDER SECTION 40 OF THE ARCHIVES ACT 1983 Exemption is claimed under one or more of sections 33(l)(a), (d), (e)(ii) and (g) of the Archives Act 1983, as follows. Section 33(1)(a)-information or matter the disclosure of which could reasonably be expected to caus e damage to the security, defence or international relations of the Commonwealth. Confidential sources The Australian Security Intelligence Organisation Act 1979 gives ASIO statutory responsibilities in matters relating to security. The proper and efficient conduct of its statutory responsibilities requires ASIO to obtain information from confidential sources. The document contains information concerning the existence, identity or management of an ASIO source. There is a confidential relationship between ASJO and ASIO sources. ASIO sources have indicated that information will not be forthcoming if that confidence is not respected. The public disclosure of information concerning the existence, ide ntity or management of a source would give rise to concern amongst ASIO's existing and potential sources that the extent and nature of their assistance could be disclosed at some future date. Such concerns could lead to a reduction in ASlO's ability to obtain information from confidential sources. Any diminution in the availability of such sources would affect ASIO's capacity to fulfil its statutory responsibilities and could reasonably be expected to cause damage to the security of the Commonwealth. ASIO officers' names The document contains the name or signature of a n officer of ASIO. The public release of such details, whether the officer is serving, retired or dead, would assist targets of ASIO to identify personnel who may be or may have been, engaged in security operations against tticm. Such disclosure could reasonably be expected to cause da{Tiage to the security of the Commonweallh. Operational procedures and tedmiques The document contains information concerning operational procedures and techniques used The disclosure of information concerning procedures and techniques used by ASlO to manage its operations, most of which are stiU in use, would assist organizations or individuals of national security interest to take measures to counter investigation by ASIO. Such counter measures would impair ASIO's capacity to fulfil its statutory responsibilities and could reasonably be expected to damage to the security of the Commonwealth. Section 33(1)(d)-information or matter the disclosure of which would constitute a breach of confidence The document contains the name or signature of an officer of ASIO. There has existed and still exists an understanding between ASJO and its employees that the of employees should be preserved. Disclosure of the names of employees of ASIO would be a breach of confidence. Section 33(1)(e)(ii)-information or matter the discl osure of which would, or could reasonably be ed to disclose, or enable a person to ascertain, the exis tence or identity of a confidential source of information in relation to the enforcem ent or administration of the law. The document contains information concerning the existence, identity or management of an ASIO source. The public disclosure of information concerning the existence, identity or management of a source give rise to concern among ASIO's existing and potential sources that the extent and nature of their assistance could be disclosed at some future date.
