Reference your unideQtif!ed observation \lh1ch you reported 1n your recent letter. of August 23, 1967 2. Although ~e did not perform a thorough inv~stigation, since your repo:t is over thirty days old, ~e do feel that you pos~ibly obGerved a. balloon. 3 There have been o erous cases of plastic clothes bags being us~d to ~eke hot air balloons. The balloon is usunlly seen as a gloving , translucent obJect, usuallY ~bite, red or yellow in color. The balloon Udual~ stays aloft from five to f1teen minutes nnd ~hP.n the c andles burn down to tbe balsa platfor~ (usual method of production) the light goes down or out and pieces or fiery balao can be seen to rall. 4.
