My first thoU8ht wrus thc.t the DC-} that brinBe turke7 poul ta into Willmar !'rom Cslifomia had taken off n.nt! ha.d. developed trouble azul waa atteaptimg to set down on the lake Md had la."ldinc lights c;>n. By this time I httd been atopp~d tar approximt'.tel.y. 20-30 seconds. I then turned on my spotlight which ia equipped with M a.ircra.rt landix28 light and surprised a.t not being able t.l pick up aircraf't? What .I waa ~ to ..3..:> was to let inaom.ing vehicle mow, that I didn't think it would be able to land. completely on the lake, th:1t I felt it would end up 011 the hie;hway or in the slough on the other side of hiehr:ay. I judged 1 t' a heisht at about 1oo-150 teet high (~ heisht), or water tower height. I was oer it would land-realizinB that's its hard to judge speed or an object coming toward one I would est1mate it's speed under 100 mph but not less thon 50~ I left my spotlight on ete~ -oncoming veh.icle then leveled out and veered to its loft and climbed slowly but not muoh abo~e (and again 11 cs tima te) 5 -600 feet O.\"lay from me, when it was goin& awa7 1 t still had white light but like two oleD~anoe lights. I:t then veered again and 'oame directly toward rue again, and I felt I ho.d we.rded off the first attempt to land and it was going to try again. This time I oped the door of, the squad car and stepped out, to eJ so 1:1 sten ~ I operated the spotlight for motor trouble. I heard no sound, there wasn't a cloud in the sky -no rr.i.nd -temp was 35 abo To the eoutbeaat, J)rObably mo1e eas-t;, I observed an aircraft trn"tcling in a south direction w1 th reel and bl-.. ~ ..... liehts. No where near this '\.~hicle though. This lake be in onl7 tely mile across from where I \'TaB sitting I again realized I must be faked out a&ain, on the :1carness of this object -It must be a larser aircra..ft, tbazt the DC-} that o~mes into TTillmnr and maybe wa.sn' t a.bove the lake yet. I then tW11ed rq spotlight oft to s~c if his ligh~s were li:.hting up the lake any-they were.not. Still I thouaht he is only n. c ouple blocks avny, descending tcr.Tard me, it should be lighting up the lake ghortly. Again due to th0 ui~e of. the lights I felt he would shoot too much ot the lake so this time I sta:ted to flick spotl1gnt xapidl7 oft azul on, object then veered again in t."le same p:1ttern aa the !irst time, but whe it reached the same spot wher'=' it approllched mta t.~Tice, it con tinned due eu t far te~ 2 -3 miles then vee~ shn.r.~' lef~ a.r.d headed str&ight north. The enclosed report from the I !innesota Highway Patrol regarding an unidentified flying object is for,o~arded for your information and act1.on. I have not contacted th~ witnesses but have investigated locally and discovered a possible explanation for these observations. A check with the Hinneopolis aval nir Station has in1icate d that there were t~rro SP2::: ' e1nti-subrnarine patrol aircraft on Vl4{ local training fliehts on ;~2 r.rarch. Takeoff and landing times were: 2345Z to 0745:!.,; second ~ircra.ft 0020Z to 0400Z. .t-..pproximdtely 19301 (OlJOZ) '"';;,e the tir:te of obscrv~tion. A tirne wh13n both aircrqft ~rere in flieht. Local flirhts a r e normally conducte d throughout Minnesota. Tha c...rea of observation is appro.Y~1HJ.tcly 100 miles \i;}st of ~Iinneapolis. The aircraft utilize a high intensity c arbon arc light (one light moun ted on the iiing tip) \'Ihich c2.n be direct;rt Jownw-ard for penetration into the water, f o r search p'lrposes. The aircraft do nbt nomal]y operate below 2000 1'eet but a light of such intensity would appear much closer than it a~tu~y was -especially at night. a low altitude Oilburaer route also runs just north of the area of observation but in my opinion the antisubmarine aircraft provides the most reasonable explanation oi' the observcs.tions. 2.
