The folloving peraonnel met at 1400 on 19 April in to discuss how best to 1mplement the recommendations mad Ad Hoc Comui ttee to review ProJect Blue Book. On 5 April 1966, Secretary of the Air Force Harold B in a memorand1w to the Chief of Staff, stated that the Committ:e:e~a------------~------ -~ recommendations should be accepted and arrangements made for a (sic} scientific team to investigate in depth certain selected sighting& ot UFOs. General Ferguson was given responsibility for implementing the Committee's recommendations and Lt Colonel Hippler is project 3. Although the Conon1 ttee 's recommendation was clear and succinct, initially .there was no unanimous agreement on bow to put this recommendation into effect. A basic question is: (1) Should the contract be with a university or should it be vi th individuals connected with a uoiversi ty'/ A great deal of the meeting was taken up discussing these facets of the problem and a clear answer did not evolve. Therefore, it is probable that I, end perhaps some selected members of the Cornmittee may be asked to meet with Colonel Hippler ~ain. 4. Generally, the concept of using uni'versitiel(or individuals from universities} is good. Specifically, however, there needs to be a lead tmiversity to coordinate and collate the investigations. After some discussion, it was S'~ested that the University of Dayton is probably moat appropriate because it is located close to Hq FTD who will retain management ot Project Blue Book. Dr. Orlan sk.y pointed out that because of the s~mner holiday, Colonel Hippler s hould make contact with the universities before the end of May. 5 Since we are dealing with an emotional phenomenon, there was some discussion about whether universities (i.e., their presidents) would be willing to get involved with UFOs. Dr. O'Brien suggested that Dr. Stever; as President of Carnegie Tech, might send letters to a few selected university presidents with whom he is acqtminted to get some idea of their feelings on this matter. (ACTION: AFBSA). In this 'Way we can learn what a typical reaction might be and also some of the pitfalls to avoid when contacting other universities. 6. There are still several 'manswered questions or problem areas; (a) Since the problem is 9~ public relations,it i s essential that the investigating teams have some modicte of skill in press relations. It was strongly suggested that a good solid PIO type (perhaps incognito) be included on the first few investigation teams. This caused quite a bit of discussion and a final answer did not evolve. (b) The objective is to have impartial scientists from schools with good reputations that have never been involved with UFOs. (c) Considerable thought must be given to how the contract or contracts are to be written. (d) In order to utilize their talents to the best advantage, it.was proposed and accepted that Dr. J. (e) When teams are selected, it is strongly recommended that they be brought together at some certain location such as Hq F~D end given a thorough briefing on what is expected of t hem. This briefing should cover all of the intangibles and pitfall s that must be avoided in order to give good Air Force public relations. ( f ) Another question tha t was not fully resolved i s how AFSC s hould ge t into the act. The Comm1ttee' s original thought was tha~ someone from t h e nearest AFSC bas e should work with tae investigating team. Tl"le Committee also r ecommended that a member of the OSI might work with the university teams and give them the benef i t of their investiga ting experience. It was questioned whether th i s would hel p or hurt the Air Force effort .
