However, upon reflection, I decided that your official policy and ycur pclicy of action may differ -in other words I tend to belei ve n0\'1 that rcu are seriously interested in UFO re::orts and that anything I can contribute may be of value to you and to our nation. I don't care to receive an a.nsw front you, which would be doubtful anyway. I am sure the only kind of res~c~se y~u would rnak e regardless of the accuracy of the report would be one of ridicule or some assinine at tempt to explain the~r as l.rec.:.ther balloons, the pla~et Venus, or as an airplane. I have often wondered if J.ou are aware of the ridiculus position you have put the Air Force in by l)~g about various aspectw of UFO sightings such as denying the fact that there has been radar trackings of UFO's. I am seriousl~ concer~ed about your p~blic position about UFO's and am hopeful that you ~i:1 eventually release t thful information about them. Remember gentlemen, there is reore than one way to lie - you can also do it by omission, or by playing with technicalities. In c&se ycur first reactio~ to my report is one of doubt, let me say a word about~ys~lf. I have been ~eriously interested in UFO's since 1947 when Kenneth Arnold spotted UFO!s over the State of Washington. Up until about a year ago I always ~aintained an el. er~ent of doubt about their actual existence. I ~ve alw~ys wanted to see one but never let this interest turn desire into a sightirtg. Airplanes have always turned out to be airplanes, planets re~Ained planets. !~too~ me 19 years to see something that firmly convinced ~e that i~ may be a UFO. So don't attempt to explain my sighting as wishftu thinking. In the past three years as chief of Project Blue .Book, I have never ridiculed anyone to my lmowledge. I honestly believe that individuals must witness an unusual or else they would not take the time and trouble to report the observation. I lmov of no lying or w1 thholding o~ information by the Air Force in regards to the UFO problem; this is a. major misconception that has plagued the Project ror years I want to stress that the Air Force finds itself' involved wi-eh only subjective data. The only information on -which to :nam a scientific study is that of an observer s own experience or.an observer's interpretation of' an experience.
