To whom it m~y concern: It w~s sugger~ed to me by a loc~l High School t~acher that ! writ~ a letter to you ~nd find some sort of an expl~na.tion of' what the sky on July 7, 1965. First of all, let me s~y that we live away from th~ town, so I have ~ cle~r vie~ 0f the sky. I am nuch interested in the st~rs, and the Satelites---havlng watched the Echo for the past .five {or six) years---whenever I chance to spot it going over. I h:1ve w~tch~d it with the ~ld of ~ tirr.~-tPb1e published !n some local paper, but l~tely, there be1.ng no ti:ne-tables published, I go out ~t various t~mes, ~nd s lot ~f the time I spot it, so I w~tch it go over. Last n'~ht I believe it w~s ~bout 9:30 when I ch~nced to spot it, and wh~n it w dj.rectly overhe~d, I happened. to look to the West, l\nd up over the horizon ap~eared wh~t at first look~d l:tke l!l shooting st~r---but '>Tith th~ li~ht fl~shlng off end on, ~nd it moved in ~ co~plete orbit ~cross the sky, :-'!tssing th~ Echo 11hen it w.as just p~st the zenith. I vr!lltched it until it dj.sap~e~red J.n the Eastern horizon---Rll this took wh~t seemed to be less than ~ ~inute. It was definitely not an ~irpl~ne--- jet or otherwise, Itve ~een enough of them go over l'l.t night to know one. It w~s the me size ~s a st~r, with ~ regul~r fl~shing of light---art d on. Plesse take t~ls for wh~t it's worth---I am not giv~n to "se~ing" things, and YO'!.+ might ~ven f11~ it ~wey in your "Youp-guess-is- as-good-~s-mlne'' b,.sket, but I've ~t le,..st told someone f\bout it. I'm Yours slhcl"rely, Kiel, ~isconsin 53042 .~ASHINGTON D. C UFO Case: Report on phone call to Mr s Kiel, \lisconsin, October 18, 1965, 15-20 minutes. She had sent a letter to NASA and had r~cei v ed a reply to t he effect that her letter \oras being referred to Right Field, and then, of course, nothing happ~ned for a long \rhile. She seemed extrer:cly happy nnd very grateful to have a response: "very glad that som~ body paid attention". So no~-1 at least sh9 feels that her tax money does same goodl The sighting tras actually July 6, 1965, rather than July 7, because she got out her diary l-Thile I talked with her, and she knows it \las July 6 because they had a .frost that night. How have ~rosts in July, I don't know, but she sa.ys. they did. At any rate, the sighting ' las as follors: She's very fond of 1,1atching the satellites go by and makes quite a practice of v1atching the sky. This evening she watched Echo, and as Echo was getting tO\-rard the zenith, she g lanced to the west quite 10\r on the horizon "from about as low as possibla" she sa\'1 an object \-thich looked very much like Echo but perhaps a little brighter, but it was pulsing as though somebody were turning a 1'lashlight on and off. It \ras about qne fl.2sh per second, o r some\ofh.'lt less . No other colored lights visible. This object, sh~ said, did not go straight across the sky but followed tne circle o..l the heavens . It passed quite close to Echo. There '!.las no sound \'lhat.ever, and the sky \'Ta.S vary cle:tr. It traversed the entire sky fro.":". west to quite l0\'1 in the east, so total of perhn.ps 110 in less than a minute, but a meteor is completely ruled out h3re, and of course, so is a balloon. The vrinds were calm, a.nd t~e s l: y Has vary clear, as is consistent v-rith having a frost. i She Has, r :;'.-teJer, positi""~re that there was no moon, but ~t I 9 :.30 pn, the ;::o on , ceing at first quarter, should have been l sor.1ewhere in thf3 sou thHest. She doesn't remember the stars either, but she did say the sky was very clear. Perhaps she just took the moon and stars for granted! Fran our c onversation, I gatherad she is the "salt of the earth type, nqt bo~sting.any particular education, but nonetheless, quite articulate and "down to e arth sensible"~ She wanted to know trhen she could see the cometl The light did not vary in average bright - Ha3 most ernp l1atic, an d repe::at~=Jd i t :ua.ny t:L":':.3s t11~t she i s v::Jr y f amiliar with both props and jets that fly by und \lith thei1 .. liflhts and \lith their motions, a.nd that t his definit e l y ':n.s not a plane. Which of the objects, Echo or t ha licht you aav, c~ closest to the ~enith, or er~ct overhead point, and, in fnct, hoW close to the ~enith did the light coae? Thank you for your cooperation. Slncerely ~rou.rs J. Allen Hyne!t Observer was outside looking at the sky at approximately 2130 when she noticed an object which first looked like a shooting star, but the flight was flashing on and oft. ECHO I was visible in the sky at this time and this object moved in orbit across the sky passing ECHO as it crossed the zenith. The object disappeared in the East after having been visible for less than a minute. Its size was comparable with a star and was pulsating as tnough somebody was turning a flashlight on and off. It was about one flash per second, or somewhat less. There we~e no other colored lights visible. There was no sound whatever, and the sky was very clear. It trave~sed the entire sky from ,.,est to quite low in the east, a total of perhaps 150 in less than Due t o t he reported data a meteor and a balloon is completely ruled out. The observer 'WBS positive there was no moon, but at 2130 the moon, being at first quarter, should have b~n in the southvest. The observer was positive that the object was not an aircraft because she can definitely identify such. The statement that the objects folloved the "circle of the heavens" was stressed by the witness .. .Due to .. tlle. ayai.lable. information, the case is carried as unidentified by the Air Force. Sorry I can't identify th~s for you, but ;.:he \roman's story \iUS simple and straightfor\rard and not at all complicated. Sl1c sa\'r a pulsating light go from the11estern to eastern horizons in less than a minute. Had it been as slrni as Echo, ~he said, s he would have mistaken it for Echo. except that this '\V'a.s puls::~.ting rapidly. Meteors, even if this '"ere a possible explanation, do not flash on and off like a flashlight being clicked on and off, so I don't know where we are. One of the outstanding things in this sighting is the repetition of the fact that the object follo'fled "the cj_rcle of the heavens" and did not cross the sky in a straight line. I neglected t o ask her haw close to the zenith it passed, but will drop her a note and clari~J that point. This sighting is similar to the UcKeesport, Pennsylvania sighting ~rhich \-ta s made the previous night, except that those lights \-rere quite slmr moving. Just a case of too many lights in the sky that don't balong therel
