The drawing indicates the probability of an aircraft towing a banner 'With electrical lights for advertising, with Miss Rollins observing only the banner. S1milar sketches have been submitted b y 'Witnesses observing this phenomena . She could check the l ocal airport and inquire as to various compani e s flying these advertising missions. Inclosed is a Form 164 "U.S. Air Force Technical x.ru-orwation" questionnaire. It is requested that you complete this fo11n and return it to this Headquarters. A self-addressed envelope is inclosed for your con- venience. The information given in your letter was not autf1c1ent enough to enable our Project Office to make an evaluation. The object you sketched cannot be as soc ia ted w 1 th any lmown type of ::1ea ther phenomena since it apparently had definite shape and construc- tion. The drawing indicates the probability of an aircraft towing a banner with electrical lights for advertising. It may of course be possible that you observed only the banner. SLmilar sketches have been sub~itted by person~ observing this phenomena. You might check your local airport and inquire ~s to various companies flytng these advertising missions. In the 164 questionnaire, would you list the duration of the sighting as well as the motion or the object~ and complete the other questions 1n aa much detail as poaaible.
