I regret the delay, however your letter was directed to several offices berore finally reaching the orrtce or prtmary interest. Our records indicate that Echo I, which 1a still in orbit, would have been n~rth or Madrid moving in a southeasterly j1rect1on at 17 minutes after midnight on 18 July, 1962. It should have been at an elevation or 82 degrees, which would put it in t~ line of sight you have indicated with-refez'ence to Ursae Majoris. At 00.17 on lS Jttly 1962, Echo I was at 32 degrees elevation, north of Madrid moving southeast. I t is possible that Echo was wi tnt~ssed by Mr. and his children.
