A full report regarding this case, with pertinent analyses and conclusions, was submitted to your headquarters under the personal signatur~ of General within 24 hours after a request to this Center tor an investigation. Reference ATIC message EFTO A4-15 5, dated 14 March 1957. Case file was submitted to your office 8 April 1957, per your request in teletype message AFOIN-541555 4ated 29 March 1957. It should be reiterated that this Center's conclusions were submitted to, and concurred by an eminent scientist in this field. St: ,e -rA 8 A "' 03 3 This Center has no knowledge or report of t he UFO sighting in Statement is correct; havever 1f feasible, :Lt should be suggested to-. Mr. tb.at Project "Blue Book" Report Nr. 14 rlll be re- leased ~or aale to the general public, vbicb will include statistics and for the period subsequent to 5 May 1955 JA..~AP and .AFR 200-2 have never been claasiried SECRE'.r. JANAP originally carried a BES'l'BIC'l!D class1t'icat1on. The original AFR 200-2, promulgated April 1952, also carried a RESTBICTe:n classification tor a short vhile. Both were declassified by Presidential Executive Order Nr. 10501 soon thereafter. It does concern itself with responsibilities and procedures with regard to reporting sigbtings. Ravever there has been con- siderable misinterpretation regarding what UFO information should be released to the. public because of an unfortunate use of bad wordsge in the pertinent paragraph of AFR 200-2. Thi s has bee.n corrected in the proposed new .~R 200-2 recently submitted to yom-oft ice Project "Blue Book" Report Nr. 14, ldll be periodically brought up-to-date to reflect t he Air Force's latest findings in t his field. No need for any special report is c onsidered necessary, a s addendw~ to this study will permit the ge neral public t o ha ve a c ontinuous picture from the UFO pr~grams i nception . . . : 4d I't s eeins inconceivable J and highly improbable, tha t t he alleged remark would be attributed t he Chief of USAF Office of Info~tion Services In the opinion.of this Center, the Air Force position in this matter should be firm and clear, as reflected in "Blue Book" Report Nr. 14 a nd the two OOD releases. However, care shoul d be exercised not to place the Air Force in a position , wbere it may be misquoted or misinterpreted, to its detriment, by this individual's contemplated article in the American Weekly. 6a Reference ATIC report and case file, item 2 above. The 46o2d AISS is. the prime UFO investigative organization. This organization, including other organizations or Commands (see TT messages in case file) conducted an investigation into this sighting. In view of the fact that many agencies may be broug~t into play in any specific case each unaware ~f tbe other's participation in the Mr. tement that a call to the PAA pilot was "perfunctory" is not well taken. Project "Blue Book" is still monitored by ATIC, but the name of the Project Ofricer is immaterial, as policy and high-level de- cisions do not originate ~th his office but on higher levels. The UFO program is an unclassti'ied one. The files, hovever, be- cause at intelligence and investigative personnel, procedures and techniques often contain classified material. For example, a check into the reliability ~ a UFO observer and the circumstances eurrouncH.ng his report may reveal ~ghly personal or derogatory data. In some instances individuals o:t high standing in their cmmsrunity are involved. '1'he results o:t any authority given to Jlon-o.fficial persons to ba.ve. ~c:esa :g"!O these files is obvious. The public and others have Pd tl!a~) miacon~trued this as an admissiOG of hiding the "real facts. n This Center has no knowledge or !lll7 report cxmcerning a UFO sighting by Senator Russell. Your attention is invited to a newspaper clipping, attached, in which Mr alleges that such a sighting had been made by Senator Russell but has been "gagged" by the Air Force. Any s tatement to tbe effect that the Air Force has or can put such restriction on any member of Congress does not require connn.ent. 6e Project "Bear" is not known by this Center. Evaluation of reports a.re released to Headquarters USAF i n statistical form together with pertinent c onclusions. The names of individuals, per se, are of little value, as f actual, c omplete data is the objective. Any attempt t o give a rull repor t to each L"ldi .ridual reporting a UFO ""'ould be a tremendous task . I n those few exceptions made) experience has shom t hat the conc lusions give n are generally unacceptable to the observer, and in fact, often has added fuel to the controversy. Mr. tly is under the impression that CIRVIS {Communication Instructions for Reporting Vital Intelligence Sightings) is an ctensive analytical study similar to "Blue Book" Report Nr. 14, when in reality, merely re- presents proce~ures for reporting certain types of sightings DEPARTMENT OF THE: AIR FORCE WASHINGTON OFFICE OF THE SECRETARY is no lODger Director of Servieea, tUied f'.lying objects waa forward to me tor repl-y.
