Files at this headquarters disclose that Nr fon;arded etter to the Air Force (ATTN: General Vandenburg) dated 28 Oct 49. He also called the Intelligence Department at thin headquart~rs on 26 October 4~. At that time, Cincinnati n ew:Jpapers also carried accounts of ects picked uo in the bcwn of a searchlit:;ht belonging to Er. Hol-rever, AHC files do not contain any reports indicat.in: that agent Paisley actually sa'~ an aerial object. If such a r eport in avail- this command \TOuld like a copy. 2. A verbal report by per cormected ~'i.th this project at that time indicate s that Hr~ . acted strangely at the tirrlc of a visit by an OSI agent. he rcpo=ted tl~t he carried a camera and ~ole scope in his possension at all times in order to observe or photog!aph flying saucers. It 1-1as also sto.ted that he attempted to photocraph a so-called "flying saucer" through the office uindou at the t:L"lc of the visit. command is in no position to make a psycholcelcal 3. \Vhile this analysis of Hr. convinced that he it appears that he is a very sincere ir.dividual has observed flyine object s lvhich he thinks represents 4. Horrever, it is apJhlrcnt from the inforrr.ation he has supplied that his background is far fron technical. As far as can be ascertained, he has had little or no experience in aerial observation, for exarple, as would be the caso if he were a pilot. Conneqc.entl:,-, the in:'orr.ation he has furnished based on his personal observations is a poor banis on which to conduct a technical investigation. In add.i tion, Ai:C files disclose no other reports of observations concurrent l-Tith I:r. by other trained observers as indicated in the basic letter 5. The photocraph rthich uas included, rras revie, ved by photographic specialists at ANC. \\Thile the light spot on the picture cannot be positively identified due to the lack of information and control of all the f actors concerned, there are several logical possibilities. It is considered that it would serve no purpose to list these possibilities. Holrever, the i l Jus ions lvhich are created by s earchlir.;ht beams pass inc through clouds is a knmm phcnoncna. It would be interesting to determine whether Hr has taken other pictures of this nature and what the results of su<;h photo- has been. The negative of the picture in question would also be of interest. 1. However in view of tho t ime and efforts already expended on the observations of Hr. ldth no apparent results, it i~ rec- ommended that this particular case be considered closed at tm.~ time . This recommendation is also based upon the possibility t PAt contactine h1Jn may result in additional press nrticles on a subject \lhich Hill again require this col'Tlr.1and to expend a ddl tional mnn-hours .
